Rosa Law Signed by President Obama

President Obama signed Rosa Law into law on October 5 (P.L. 111-256) (pdf). On October 8, the enactment of Rosa Law was celebrated at the White House. Numerous self advocates with intellectual disabilities attended the event, including Rosa Marcellino of Maryland, for which the statute is named. Rosa law changes the terms ental retardationand entally retardedto ntellectual disabilitiesand ntellectually disabledin federal laws regarding education, employment and certain health programs. The statute does not alter eligibility, services or rights under these laws nor does it compel states to change their terminology. Many states have already changed their terminology and others are considering a change.
