North Dakota Protection & Advocacy Project

Disability is not a condition that affects the "special" or "unfortunate few". Disability is a common characteristic and occurrence within the human experience. In fact, more than one in every seven North Dakotans over the age of five has a disability (U.S. Census Bureau; 2006 Data Profiles).

Disability is not limited to people who use wheelchairs or those with a visual or hearing loss. Some disabilities are quite visible, while others are hidden, such as emotional and psychiatric conditions or cognitive disabilities.

The Protection & Advocacy Project (P&A) advocates for the legal rights of North Dakotans with disabilities. Please take some time to explore this website and learn more about P&A and the rights of people with disabilities.

ND's 1915(c) Medicaid Autism Spectrum Disorder Waiver is being renewed for a 5-year period. The Waiver provides services to children birth through age eleven. This report presents the findings from the North Dakota Comprehensive Behavioral Health Systems Analysis, conducted by the Human Services Research Institute for the North Dakota Department of Human Services Behavioral Health Division. In recent years, stakeholders in North Dakota have increasingly called for improvements in the State’s behavioral health system, citing unmet treatment needs and insufficient investments in prevention.
